Notice for Expression of Interest for developing and operationalising management of
Comprehensive Emergency Response Service

Tamil Nadu Health Systems Project (TNHSP) invites Expressions of Interest (EOI) for developing and operationalising management of Comprehensive Emergency Response Service for providing a reliable, trustworthy and quality Emergency Response Service to all the people of Tamil Nadu. For this initiative, experienced and registered non-profit organizations, having the following experience, are invited to submit Expression of Interest (EOI).

• Experience in running centralized emergency response centre for an entire state in public private partnership with any State Government on a non-profit basis. Testimonials of such experience should be enclosed with the expression of interest.
• Should have operated and managed a fleet of over 200 ambulances.
• Should have experience in computer telephony integration with the ability to log calls combined with geographical information system together with GPRS integrated ambulance monitoring system to facilitate quick dispatch of vehicles to the point of emergency.
• To have comprehensive training modules for ambulance drivers, ambulance nurses and supervisory personnel in the implementation of the emergency response system.
• Should have executed atleast one similar project at a budgetary outlay of Rs.500 lakhs in the preceding or current financial year.

The EOI accompanied with the summary of the organization, profile of key personnel and required financial statements should be submitted in a sealed envelope superscribed as EOI for Comprehensive Emergency Response Service at following address within ten days from the date of publication of this advertisement.

World Bank supported Tamil Nadu Health Systems Project (TNHSP) invites Expressions of Interest (EOI) for:

“Hiring the service of consultant firms for providing regional level training of all staff serving in government hospitals in Tamil Nadu on Bio Medical Waste Management (BMWM) Practices in four regions of Tamil Nadu @ one consultant firm per region”

Scope of the Consultancy

The training has to be imparted to all hospital staff in 28 districts in Tamil Nadu utilizing the training modules finalized by Tamil Nadu Health Systems Project as part of our efforts to upscale the implementation of BMWM practice.

The Consultant will be selected by “Consultant Qualification Services (CQS)” method in accordance with the procedures set out in the “World Bank guidelines: Selection and Employment of consultants by World Bank Borrowers (May 2004 Edition)”

Interested consultants must provide information indicating that they are qualified to perform the services (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial status of the firm, etc.). Consultants may associate to enhance their qualifications.

The consultants may give Expression of Interest for the above package in a separate clearly marked cover.

Interested consultants may obtain further information at the address below during office hours between 10.00 hours and 17.00 hours on all working days. Expressions of interest must reach this office at the address given below in a sealed envelope super scribed with the name of the package on or before 12th October 2007.

The EOI’s sent in sealed envelopes alone would be considered.

EXPRESSION OF INTEREST: NGOs


Expression of interest invited from health related NGOs who are working in the following districts and who are interested in partnering with TNHSP in specific services to the tribal population in the following districts;

Districts: Dharmapuri, Krishnagiri, Coimbatore, Namakkal, Salem, Dindigul, Kanyakumari, Villupuram, Vellore, The Nilgiris, Trichy, Thiruvannamalai, Thiruvallur, Theni and Kancheepuram.

The EOI should specify on the Services being provided by NGOs together with length of duration of work in the field: Type of health services should clearly indicate a) Inpatient facility, b) Outpatient facility, c) Health promotion activity.

Report of activities being carried out for minimum two years should also be enclosed.

EOI’s sent in sealed envelope alone would be considered. Health related interventions planned for tribal areas will be considered only for NGOs who have responded to this advertisement.

EOI must reach this office on or before 5 pm on 5.10.2007
